Attempting to break down American Institutions;
Band of unemployed followers. Men in office are
smug and don’t care a damn about your conditions. Let them go out and know
what it is to be without food.

There is no menace of war with Japan. One
doesn’t start to fight with one’s best customer, look at the trade
relations.
Japanese people have never had a thought of
coming over and attacking the west coast of the USA.
Their attitude is purely defensive. We don’t
want aggravation in the Pacific. We want to get rid of the Philippines etc.
R’s policy is one of withdrawal from the

We can’t compete with Japan, march on accord of

Only menace of war between USA and Japan is
that they believe in reincarnation. They think that they will be coming
back, that they are the future in Japan. They look forward several

Posterity hasn’t done anything for us, does not
count for the Japanese.
The Japanese say, “If there has to be
inevitable war between USA and Japan, let us have it now so your children
need not suffer”. That’s the only danger.
Professor from Denver said that sirens of

Japanese came here went in farming, worked

for public support. They have their societies and they look after their own.

home for delinquent girls, not one Japanese.

On Easter Sunday morning there are sunrise
services on the top of the hills around. Most people get-up. Many go up at

There were bricks segregating the Japanese

Alien Land Bill forbade the owning of land by
non citizens. Government would suppress these.
Then Land Law was introduced making it illegal
for persons ineligible for citizenship to own land.
Now the law of California so drastic, a
Japanese who cannot own land will buy it in the name of his native born son
who is a citizen. If land were bought for a minor American child it must be
bought for his benefit and he must receive that benefit through a guardian
who cannot be his parent and must be an American citizen.
Similarly drastic provisions were in the law
against the leasing of land to persons ineligible to citizenship.
Subterfuge made impossible. Exceedingly drastic
law passed by vote of 10 to 1 of the people.
Similar agitation recently against the
Philippinos, including a considerable degree of mob violence. Philippinos
killed worker in the fields and migrant labourer. There is some harvest
every month of the year in California which needs more labour than the
district can supply.
They commit the of fences when there are more
labourers than employment, the Philippinos may get them. Feelings of the
white man must be satisfied first.

At a time of differences we should make this
gesture. No present prospect of putting Japanese on the quota.
American policy towards Manchuria - No change
visible. Considerable relaxation of interest and there are those who accept
a fait accompli, saying that since the Japanese are going to do it anyway
why bother? Very few advocate recognition, we have committed ourselves and
the League of Nations committee itself is against separate recognition.
Japanese are seeking for separate recognition. Now the Japanese are trying
to get the Russians to recognise, getting wedge of one of them recognising,
they expect a stampede.
R - milder version of Hoover, Stimson policy
less aggressive foreign policy. He’s an expert, knows them well, clear and
correct views.
Until the World Court speech R. has never dared
barge into congress. I hope the world court is the beginning of a change.
Policy of neutral rights - not yet accomplished
fact, affects pact very much.
Decisive importance of the World Court struggle
lies in it’s
effect on the Freedom of the Seas. 3 questions

3) Freedom of the seas.
Bugaboo arguments.
Offer of giving up Freedom of the Seas has been
submitted twice by Norman Davies at the Dis. Comp.
The Foreign affairs in control of two thirds of
the senate and one third less cannot prevent, though one third can obstruct.
No president can go beyond the senate, I don’t know whether it can be done.
But it would be one of the vital steps.
Wilson’s point conceded right of blockade
following international action.
I wonder whether the senate would approve.
Recognition of the international right to blockade aggression. If
international against blockades we will not object to others blockading.
Practical application much more likely to apply to the Pacific because there
are only three major navies in the world.
The only situation in which this could arise on
the old doctrine would have to be blockade imposed by Britain or Japan in
which they were engaged and will not.
That is likely in case of war between Japan and
Russia. That doctrine did bring us into the last war, 1812 nearly brought us
in 1795 when we nearly entered the Napoleonic wars on the British side.
History of the doctrine is that it leads us
into wars across the oceans.
In the Atlantic the doctrine is meaningless. If
we retain the old doctrine Japan is going to be at war with Russia and our
blockade runners are going to smuggle goods to Russia via China and Japan is
going to stop our vessels. That’s the old doctrine.
Absolutely vital to revise the doctrine.
Position can only arise in the Pacific; it destroys our neutrality
completely preposterous doctrine.

There should be a commission formed in order to
protect us in case of attack.
That’s weak because in case of trouble there’d
be a martial law. It would have a bad psychological effect on the second

Whole problem centres around the military mind,

situation by treating the Japs as alien enemies.
